Role Overview

We are seeking an experienced Technology Program Manager / Senior Project Manager to lead the successful delivery of strategic Risk and Finance technology initiatives across the Bank.

The role is responsible for planning, managing, and delivering large-scale programs and projects that support business transformation, regulatory compliance, risk management, finance modernization, data initiatives, and operational excellence.

Working closely with Business, Technology, Operations, Architecture, Risk, Finance, and external partners, the Program Manager will drive delivery from initiation through implementation, ensuring projects are delivered on schedule, within budget, and aligned with business objectives and regulatory requirements.

This role requires strong leadership, stakeholder management, execution excellence, and the ability to navigate complex organizational and technology landscapes while delivering tangible business outcomes.

Key Responsibilities

Program & Project Delivery

  • Lead end-to-end delivery of large and complex technology programs and projects across Risk, Finance, Regulatory Reporting, Data and Enterprise platforms.

  • Partner with business stakeholders to define project scope, objectives, success criteria, benefits realization, and delivery strategy.

  • Develop and manage project plans, resource requirements, budgets, schedules, milestones, dependencies, and delivery roadmaps.

  • Drive execution across multiple workstreams, ensuring alignment between business, technology, operations, architecture, and external vendors.

  • Monitor program performance against agreed timelines, budgets, scope, quality and business outcomes.

  • Ensure delivery issues, risks, assumptions, and dependencies are proactively managed and escalated where appropriate.

  • Establish effective governance structures and reporting mechanisms to provide transparency to project sponsors and senior management.

  • Ensure successful transition into business operations and production support following implementation.

Stakeholder Management & Business Partnership

  • Build trusted partnerships with senior stakeholders across Business, Technology, Risk, Finance, Operations, and Compliance functions.

  • Facilitate alignment across stakeholders with competing priorities and objectives.

  • Lead project steering committees, governance forums, workshops, and key decision-making sessions.

  • Provide clear and concise communication to senior management regarding project status, risks, issues, financials, and critical decisions.

  • Influence stakeholders to drive timely decisions and removal of delivery roadblocks.

Risk, Governance & Compliance

  • Ensure projects comply with Bank policies, governance standards, architecture principles, information security requirements, and regulatory obligations.

  • Establish and maintain comprehensive project governance, including risk management, issue management, change control, and reporting processes.

  • Identify project risks and develop mitigation strategies to minimize delivery impact.

  • Support audit reviews, regulatory examinations, and control assessments related to project execution.

  • Ensure appropriate controls are embedded throughout the project lifecycle.

Financial & Vendor Management

  • Manage project financials, including budget planning, forecasting, cost tracking, and financial reporting.

  • Ensure effective utilization of internal resources, contractors, and vendor services.

  • Manage third-party vendors and system integrators to ensure delivery commitments and quality expectations are met.

  • Support procurement activities, contract evaluations, and commercial discussions where required.

  • Drive delivery efficiency and cost optimization throughout the program lifecycle.

Technology Transformation & Change Delivery

  • Lead delivery of strategic transformation initiatives involving application modernization, data platforms, finance systems, risk systems, regulatory reporting, cloud adoption, and enterprise technology solutions.

  • Collaborate closely with Architecture, Engineering, and Infrastructure teams to ensure solutions align with enterprise standards and long-term technology roadmaps.

  • Support adoption of Agile, DevSecOps, automation, and modern engineering practices where appropriate.

  • Drive continuous improvement initiatives to enhance delivery effectiveness, project governance, and execution quality.

Leadership & Team Collaboration

  • Lead cross-functional project teams comprising Business Analysts, Project Managers, Technology Leads, Solution Architects, SMEs, Test Managers, and vendor resources.

  • Create a high-performance, collaborative, and accountable delivery culture.

  • Mentor junior project managers and team members to strengthen project delivery capabilities.

  • Foster effective collaboration across local, regional, and global teams.

Requirements

  • Bachelor’s Degree in Information Technology, Computer Science, Engineering, Finance, Accounting, Business, or a related discipline.

  • Minimum 10 years of project management experience, including at least 5 years managing large-scale technology programs within banking or financial services environments.

  • Proven track record delivering complex Risk, Finance, Regulatory Reporting, Data, or Enterprise Technology initiatives.

  • Strong experience managing multi-million-dollar budgets, cross-functional teams, and complex stakeholder environments.

  • Demonstrated experience managing project governance, financials, risks, issues, dependencies, and vendor relationships.

  • Experience delivering projects using Waterfall, Agile, and Hybrid methodologies.

  • Strong understanding of banking delivery governance, risk management, and regulatory expectations.

  • Excellent leadership, communication, presentation, negotiation, and stakeholder management skills.

  • Strong analytical, planning, problem-solving, and decision-making capabilities.

  • Self-driven, results-oriented, and able to operate effectively in a fast-paced and complex environment.

Preferred Experience

  • Experience delivering Finance, Risk, Treasury, Regulatory Reporting, Data Management, Finance Transformation, Basel, IFRS, or enterprise-wide regulatory programs.

  • Familiarity with platforms such as OFSAA, Axiom, Murex, SAP, Oracle Financials, Moody’s, SAS, Informatica, Teradata, Collibra, or Data Warehousing solutions.

  • Experience managing geographically distributed delivery teams and strategic vendor engagements.

  • Project Management certifications such as PMP, PRINCE2, Agile, Scrum, SAFe, or equivalent.
