Job Summary

The role-holder will report to the head of Business Financial Crime Risk Oversight and First Line Review for first line financial crime risk management projects across the CIB businesses, setting the strategic direction and providing guidance to key stakeholders across CIB and Partners to ensure the adoption, embedding and sustainability of financial crime risk projects and deliverables to enhance the control framework.

 

The role-holder will drive and coordinate effective oversight of the design and delivery of CIB financial crime initiatives and project-based activity in an efficient and sustainable manner, driving a culture of end-to-end excellence. The incumbent will be required to ensure adequate controls are in place for strategic projects on behalf of the business relevant to financial crime risk mitigation.

 

The role-holder will demonstrate strong technical Subject Matter Expertise (SME) across a broad spectrum of financial crime risks, particularly those that are data and analytics led and thereby contributing to the early and pro-active identification of risks and foster a collaborative culture to address these. Interpretation of financial crime data quality, Know Your Customer (KYC) transaction monitoring processes, models and scenarios, as well as the end to end case investigation process data is a fundamental responsibility to the role holder. An applied machine learning model knowledge and performance to financial crime processes is necessary

Key Responsibilities

Strategy 

  • Provide CIB wide coverage and oversight of financial crime risk projects across the broad spectrum of risks under the respective component areas to ensure the appropriate and effective embedding of internal frameworks and controls across the CIB businesses.
  • Act as the lead champion for strategic design / change initiatives and the implementation thereof which support financial crime risk management across the CIB businesses and align with the broader end to end Bank goals.
  • Collaborate with Operational Functions, Project Teams and Risk Framework Owners (RFOs) to translate high-level policies into actionable, risk-based business journey control standards across the CIB businesses, demonstrating the ability to bridge the gap between policy and practical implementation. Ensure regulatory expectations are complied with in collaboration with RFO’s and Policy Owners.
  • Build a shared understanding of risk-based priorities across the CIB businesses, collaborating closely with both 1LoD and 2LoD stakeholders to drive a unified approach

 

Business 

  • Partner with the business and Partners to become a trusted advisor and team player focused on delivering the right risk management outcomes for financial crime projects in CIB
  • Co-ordinate, drive and deliver business wide Project initiatives and a subject matter expert and project-based activity focused on specific financial crime risks across the business areas within the overall CIB business

Processes 

  • Lead and co-ordinate working groups as a subject matter expert to drive effective, practical and timely embedding of policy and regulatory project requirements
  • Collaborate with key stakeholders to ensure a risk-based approach in the execution of project deliverables.
  • Develop controls, key monitoring metrics and linked activities across financial crime risk to demonstrate a holistic and comprehensive oversight of the critical financial crime risks facing CIB businesses.
  • Embrace an agile risk management approach to promote both a pro-active approach to risk management and a culture of continuous improvement.
  • Enhance the feedback loop between the different lines of defence and external parties to ensure that weaknesses or gaps identified through review activity driving read across activity as appropriate.

 

Risk Managment 

  • Develop and drive Financial Crime initiatives and the effectiveness of the overall financial crime risk control environment across CIB.
  • Provide subject matter expert guidance on financial crime risk projects leveraging professional experience and understanding of industry best practices as appropriate.
  • Produce and provide regular, clear, risk focused updates for business management demonstrating delivery against agreed objectives and effective action across the CIB businesses.
  • Cultivate financial crime risk insights through data analysis to monitor control outcomes and to promptly detect adverse trends for resolution.

Regulatory and Business Conduct 

 

  • Support internal 2LoD Assurance Teams and 3LoD GIA and external parties including regulatory authorities on engagements as required.
  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. Our Ideal Candidate 

 

  • 10+ years of experience in financial crime governance with strong transaction monitoring experience
  • Proficiency in AML regulations
  • Strong transformation experience
  • Bachelors degree in a related field (business management or accountancy)
