This role plays a central part in how the Singtel Group prepares for disruption, responds during critical events, and restores services following major incidents. Its primary focus is the continued uplift of Group resilience capabilities, alongside a substantive contribution to Group risk management.
The role leads the development and ongoing maturity of the Group’s Business Continuity and Crisis Management capabilities across business, technology, and network environments. It sets Group-level direction, standards, and expectations, and works closely with OpCo and the Corporate Centre to strengthen preparedness, recovery capability, and crisis response across the Group.
The scope of the role spans both strategic and operational elements. This includes designing and leading crisis simulations, supporting the management of real incidents, and providing informed challenge on whether continuity and recovery plans are credible, tested, and effective under demanding conditions. The role also plays an important part in translating lessons from incidents and exercises into tangible improvements in resilience and recovery practices.
In parallel, the role contributes substantively to Group Risk Governance and supports key risk pillars at the Group level. This includes oversight of technology and operational risks across IT, networks, data, cloud services, third-party dependencies, and emerging technologies. The focus is on identifying risks that could materially impact service continuity or recovery, and ensuring these risks are understood, managed, and reflected in decision-making at the appropriate level.
The ideal candidate brings significant experience in resilience, crisis management, and risk management within complex, technology-intensive environments. They are comfortable operating at both strategic and operational levels, are credible with senior stakeholders, and are able to influence outcomes through sound judgement and experience rather than formal authority. They are calm under pressure, thoughtful in approach, and accountable for delivering outcomes.

A. Resilience
- Shape and maintain the Group’s approach to business continuity, recovery, and crisis management, ensuring it remains practical, risk-based, and fit for a complex, technology-driven organisation.
- Set clear Group-level expectations for resilience and guide OpCos and the Corporate Centre on Business Impact Analysis, recovery priorities, and continuity planning across business, IT, network, and data environments.
- Drive the quality, consistency, and effectiveness of business continuity and disaster recovery plans, with a strong focus on real-world operability during major incidents.
- Design, plan, and lead crisis simulations and BCM / DR exercises, including large-scale and cross-entity scenarios involving technology, network, and third-party failures.
- Act as a core member of the Group Crisis Management Team during major incidents, providing structure, coordination, and decision support under time-critical conditions.
- Lead post-incident and post-exercise reviews, ensuring lessons learned are translated into tangible improvements in resilience, recovery capability, and governance.
- Monitor and report on resilience readiness, exercise outcomes, and material gaps, providing clear, prioritised insights to senior management.
B. Risk
- Contribute to Group enterprise risk management with a focus on technology and operational risks that could materially impact service continuity, recovery, and customer outcomes.
- Provide risk oversight across IT, network, data, cloud services, third-party technology, and emerging technology domains, applying practical judgement rather than checklist-driven assessment.
- Partner with OpCo counterparts and Corporate Centre teams to identify, assess, and manage risks, and to challenge the adequacy of mitigation and recovery strategies.
- Support Group risk assessments, dashboards, and reporting, ensuring risk information is clear, decision-useful, and grounded in operational reality.
- Support risk governance processes, including Committee reporting, and act as backup for Risk Committee secretariat duties when required.
(This role is based in Singapore and may be required to travel.)
Skills for Success
- A good degree in Business, Economics, Engineering or IT
- 10–12+ years’ experience in business continuity, resilience, risk management, or related roles, ideally in technology-intensive or infrastructure environments.
- Proven experience handling major incidents, crisis response, or large-scale BCM / DR exercises.
- Comfortable engaging senior management and contributing to governance discussions.
- Strong understanding of business continuity, crisis management, and resilience practices (e.g. ISO 22301).
- Solid grounding in IT infrastructure, networks, data centres, cloud/hybrid environments, and recovery considerations.
- Ability to connect technology risks to real operational and customer impact.
- Relevant certifications (MBCI / CBCP, ISO 22301, CISM / CISSP, ITIL) are advantageous.
- Calm, structured, and decisive under pressure.
- Trusted advisor with strong judgement and communication skills.
- Practical, outcome-focused, and comfortable working across ambiguity.
