Make an Impact by:
- Prepare the renewal of facilities term contracts, covering soft services and mechanical & electrical services, ensuring timely execution prior to contract expiry.
- Manage and prepare tender documentations and technical specifications for various procurement approaches such as open tender, direct sourcing, and waiver of competition, in accordance with Singtel’s procurement policies.
- Oversee the end-to-end tender process, including approval submissions, vendor interview, technical evaluations, pricing reviews, and tender award recommendations.
- Coordinate with internal and external stakeholders, including Group Procurement and Legal, to facilitate contract reviews and approvals.
- Compile and finalise contract documentation for execution following approval.
- Organise and facilitate contract commencement meetings with vendors to ensure operational readiness and alignment.
- Manage, monitor, and ensure vendor compliance with contractual obligations such as security deposits, insurance policies, and performance bonds.
- Manage accurate and up-to-date records and knowledge management of maintenance term contracts.
- Collaborate with Facilities Managers and Managing Agents on vendor management and post contract activities, including regular engagement with term contractors.
- Collate and analyse quarterly contractor performance assessments to support continuous improvement and performance tracking.
- Conduct final account assessments with vendors to ensure proper contract closure prior to expiry.
- Support the Manager, Cost and Vendor in preparation of Department’s Annual Operating Plan.
- Assist in monitoring and tracking the Department’s OPEX budget, ensuring alignment with financial targets.
- Provide support to the Manager, Cost and Vendor and team members on assigned tasks and initiatives.
- Perform administrative duties and other tasks as assigned
Skills for Success:
- Min. 2 years of working experience with Bachelor’s Degree or Min.6 years of working experience Diploma in Quantity Surveying, Facilities Management, or a related discipline in contract management or procurement within building facilities.
- Understanding of tendering and procurement process, financial terms, and budgeting principles.
- Ability to work effectively under tight deadlines.
- Details oriented, organised, meticulous, and systematic in managing work processes.
- Familiarity with e-sourcing tools such as Acubuy and SAP is an added advantage
