JOB SUMMARY
- Treasury CRO acts as the 2LoD to the Treasury function and performs a Risk advisory, review and challenge and risk oversight role across Capital, Liquidity, and Interest Rate Risk in the Banking Book, Recovery & Resolution, Intragroup Credit and Enterprise/Asia Stress Testing providing recommendations to key Committees and Senior Management, where relevant.
- The function partners with the 1LoD to provide a better risk outcome and optimisation of the balance sheet whilst at the same time provide a strong 2LoD with independent objective recommendations and in line with regulatory feedback / expectations in strengthening risk management and resilience for the Group balance sheet.
- The function covers the following risk types as they pertain to Treasury related activity: Capital, Liquidity, IRRBB, Intragroup Funding, Treasury Market Risk, Recovery & Resolution and Stress Testing / Reverse Stress Testing. The function provides oversight on limit setting, monitoring, and breach escalation, as well as performs bi-annual reviews of limits.
RESPONSIBILITIES

A core part of the role relates to performing review and challenge of areas, such as
Structural Hedging
Recovery & Resolution Planning,
Hold-to-Collect Framework,
PV01 and CR01 Exposures,
Intragroup Lending Limits,
Collateral Management,
Capital Management and Shareholder Buy-back Assessments,
Funds Transfer Pricing Policies,
Stress testing assumptions (ICAAP, ILAAP, SRS), and
Corporate Planning Exercise.
- Key objective to translate reviews into strategy recommendations into strategic corporate plan changes (Capital, Funding, Net Interest Income) and operational plans.
- This role will report into the Head, TCRO SG Hub and will involve supporting the hub countries such as Singapore, Malaysia, Thailand, and Vietnam via Asset-Liability (ALCO) Committees and day-to-day interaction with the CFO, Treasury, CRO, and the Segments (CIB/WRB).
- This role will get direct access to the Country (Malaysia) Asset-Liability Committees (ALCOs) and will link in key initiatives that have been rolled by the Treasury Risk CRO office. In doing so, the expectation is that this role will also help mitigate challenges related to Treasury Risks highlighted in the Country ALCOs and provide guidance on key strategic and regulatory areas such as Internal Capital Adequacy Assessment Process (ICAAP) and Internal Liquidity Adequacy Assessment Process (ILAAP) exercises.
- Perform as a ‘best in class’ CRO function with the skills and expertise to deal with and challenge technical areas across the Treasury business lines and products.
- Spot opportunities to improve and contribute to synergies across the Risk Function covering Treasury Risk, Capital, Market Risk, Credit Risk, Traded Market Risk, Model Validation, and Stress Testing.
- Develop, implement, and maintain a strong challenge process in a constructive way in the functioning of Treasury Markets, Liquidity Risk, Interest Rate Risk and Capital Management across the SCB footprints and at the Group / Solo level
- Experience of working within Regulatory projects ideally in relation to Capital and Basel regulations.
- Take personal responsibility for understanding the risk and compliance requirements of my role. Understand and comply with applicable laws and regulations, the Groups policies, procedures and the Group Code of Conduct.
- Effectively identify, escalate, mitigate and resolve risk and compliance matters. Contribute to a culture in which all stakeholders feel safe to raise concerns and where risk and compliance matters are addressed, and misconduct appropriately dealt with.
- Ensure that Project risks are accurately captured and tracked with mitigation plans identified.

- Senior members of Risk, Finance, CIB and WRB businesses.
- Senior members of GCFO Change and Functions Technology.
- Strong communication skills and ability to provide updates on progress to a variety of stakeholders
- Internal & external Audit.
External:
- Banking Regulators, on a case-by-case basis.
- Group’s external auditors.
SKILLS AND EXPERIENCE

5+ years of experience in Banking preferably in Risk Management, Finance and/or Treasury (not mandatory)
