Part of Group Technology Procurement family, we are looking for a candidate who is responsible for developing and executing category strategies to deliver value in technology. The Group Networks Technology Category Manager must be conversant with procurement practices and be able to effectively influence multiple diverse stakeholders to drive aggregation of volume as well as negotiate successful outcomes with vendors.

The Category Manager for Mobile or Transport Networks is responsible for implementing sourcing strategy for Networks Technology in areas of Radio Access, Core Networks, SMS platforms, Orchestrators, IPX Connectivity, OSS (Operations Support System) or Transport systems (for eg. Network Routers, Switches, DWDM optics, GPON, DHCP DNS System), having annual spend under management of ~S$500-700M. This role will be business-partnering the Networks stakeholders and you will be required to keep abreast of supply market/ economic changes in the technology space as well as be proficient in the application of appropriate sourcing levers to achieve an optimal commercial outcome. The candidate should also possess good people skills to achieve highly satisfactory internal customer experience whilst ensuring compliance to policy.

Category Sourcing

  • Identify, develop and implement joint sourcing opportunities and strategies for Mobile or Transport Networks category, specifically Radio Access, Core Networks, SMS platforms, Orchestrators, IPX Connectivity, OSS (Operations Support System) or Transport systems (for eg. Network Routers, Switches, DWDM optics, GPON, DHCP DNS System).

  • Drive and lead procurement activities for said category across Singtel Group OpCos (Operating Companies) as part of Global Category Procurement team.

  • Be fully responsible for Group Networks spend under this category, with vision of driving scale across geographics prioritising high impact spend areas.

  • Strengthen Group Regional aggregation by establishing Group Regional Framework Agreement, and where needed, performing price benchmarking for this Networks category.

  • Guide business users and enforces on procurement policy, governance and practices.

  • Pro-actively influence stakeholders in line with category strategies.

  • Lead contract negotiations with suppliers with support from key stakeholders.

  • Provide market knowledge, intelligence and expertise while working closely with business stakeholders and suppliers.

 

Skills To Succeed

  • Bachelor’s Degree

  • At least 4 years of relevant work experience in procurement in Telecom or Technology industry

  • Experience in procurement system (Ariba, Coupa, iCertis).

  • Solid MS Office suite capabilities.

  • Ability to contextualize data analytics into actionable sourcing insights.
