JOB SUMMARY

T&O organisation is the engine room of the Bank and provides Technology and Operations services across the Bank globally. It consists of over ~50,000 people across 59 markets. In all, approximately 80% of investment costs land in T&O for delivery and this presents a significant challenge of developing Business Case & prioritising investment to determine the best value for investment dollars.
 

In partnership with Technology & Operations (T&O) Domain and Functional Teams, the Head, T&O Business Solution Development & Investment will lead the definition and implementation of structured, fact-based methodologies to assess and prioritise investment decisions for maximum strategic and financial return. This role is accountable for the development and validation of robust, value-oriented business cases to support T&O’s Quarterly Prioritisation Review (QPR) process, while identifying synergies and opportunities to optimise investment allocation across the portfolio.

 

The incumbent will work closely with the T&O Management Team (MT), Architects, Domain SME’s, Business Planning Managers (BPM’s), Portfolio, Project Leads, and cross-functional stakeholders to embed a disciplined, real-time benefits realisation framework across the programme lifecycle—ensuring alignment between investment decisions, delivery execution, and measurable business outcomes. This will require a strategic mindset underpinned by hands-on experience in consulting, financial modelling, and transformation delivery.

 

The successful candidate will possess a proven background in managing complex project, programme, and portfolio initiatives, with the ability to influence at senior levels and foster new ways of working. Strong interpersonal and leadership capabilities are essential to drive collaboration, elevate delivery maturity, and promote value-led decision making across T&O

 

This role spans the full breadth of the T&O organisation and offers a strong platform for future leadership opportunities, combining strategy, investment governance, financial stewardship, and execution oversight to accelerate T&O-wide transformation outcomes.

RESPONSIBILITIES

 

Strategy
•    Continuously scan the external landscape for emerging technologies, operating model innovations, and industry best practices to inform strategy development and enhance the value proposition of T&O business cases.
•    Drive clear accountability for benefits realisation by assigning measurable outcomes to specific owners, ensuring transparency and alignment with Group scorecard objectives.
•    Develop and institutionalise robust, data-driven criteria for investment case prioritisation, with rigorous tracking of both financial returns and strategic, non-financial outcomes.
•    Lead the systematic review and prioritisation of business cases to ensure alignment of T&O investments with the Group’s enterprise-wide strategic agenda.
•    Maintain a centralised knowledge base of forecasting models, benefit archetypes, and lessons learned to continuously uplift investment quality and decision-making.
•    Define and track productivity and performance metrics to evidence tangible improvements in operational efficiency and strategic value delivery.
•    Foster strong, collaborative relationships across business and functional units, ensuring shared accountability and alignment in investment and delivery decisions.
•    Ensure full compliance with Enterprise Change Management standards and other relevant governance frameworks across the T&O portfolio.

 

Business
•    Lead the end-to-end development of investment-grade business cases, ensuring traceability to strategic objectives and the inclusion of clear, measurable success metrics to demonstrate realised outcomes.
•    Adopt expected benefits in alignment with Group strategy, regulatory obligations, and market imperatives, establishing a clear foundation for value tracking and performance management.
•    Maintain full lifecycle ownership of benefits—from planning and approval through to tracking and realisation—with explicit accountability assigned to appropriate business and functional leaders.
•    Implement automated, standardised tracking mechanisms to consistently measure financial and non-financial benefits across the transformation portfolio.

•    Proactively identify underperformance against benefit targets through early-warning thresholds, enabling timely intervention and course correction to preserve and maximise value delivery.
•    Establish and sustain high-impact, collaborative relationships with cross-functional teams, promoting shared accountability and aligned execution.
•    Design and operationalise a robust metrics framework to track transformation KPIs, encompassing both quantitative financial results and qualitative non-financial outcomes.
•    Enable dynamic, data-driven decision-making by embedding real-time visibility and responsiveness into benefits realisation and performance monitoring processes.
•    Ensure alignment with the Bank’s Change Delivery Standards and confirm that all initiatives are governed in accordance with enterprise-wide policies, procedures, and control frameworks.
•    Champion continuous improvement by identifying opportunities for enhanced ways of working, including digitisation, automation, and process simplification across project and programme delivery.

 

Processes
•    Define, implement, and continuously enhance standardized methodologies and value realization frameworks to ensure programme execution aligns with target outcomes and maximizes return on investment (ROI).
•    Conduct proactive assessments of existing and planned investments to identify and manage impacts on Group and T&O tools, systems, and processes, facilitating timely adjustments and alignment.
•    Ensure transparency and traceability in value realization through the production of regular, data-driven reporting, maintaining high standards of data integrity across all tracking and measurement mechanisms.
•    Embed structured processes that deliver consistent and actionable execution insights to senior stakeholders, ensuring visibility into programme progress, key risks, milestones, and performance against committed outcomes.
•    Provide strategic and operational support in adopting opportunities to automate, enhance, and streamline Group and T&O tools and processes, driving continuous improvement across the transformation landscape.

 

People & Talent
•    Lead and manage internal teams, strategic delivery partners, and third-party vendors to ensure seamless execution of transformation initiatives within T&O.
•    Cultivate a high-performance culture grounded in collaboration, innovation, and accountability across cross-functional teams to drive sustained strategic outcomes.
•    Define and uphold performance standards and success metrics; provide transparent communication, ongoing feedback, and recognition to reinforce alignment and motivation across the team.
•    Attract, retain, and develop top-tier talent, implementing robust succession planning for key leadership and specialist roles to ensure long-term organizational resilience.
•    Regularly evaluate team structure and capacity to ensure optimal alignment with business priorities and the delivery of high-quality client outcomes.
•    Oversee the design and execution of comprehensive learning and development plans, ensuring all team members are appropriately skilled, certified, and effectively supervised to mitigate operational and compliance risk.
•    Establish clear role definitions, responsibilities, and performance objectives for direct reports; monitor performance and provide tailored feedback, rewards, and development opportunities to support career growth and delivery excellence.

 

Risk Management
•    Proactively seek regular assurance that delivery teams are operating in accordance with agreed changes, ensuring alignment with strategic objectives and transformation milestones.
•    Identify, assess, and communicate risks and issues across the Technology & Operations (T&O) delivery landscape, embedding continuous risk monitoring throughout the lifecycle of business cases and transformation programmes.
•    Maintain a comprehensive understanding of the team’s risk and control environment, ensuring effective oversight and prompt mitigation of potential exposures.
•    Ensure robust support procedures are established and consistently followed, with strict adherence to Group Security and Audit policies, safeguarding the integrity of operations and compliance standards.

 

Governance

  • Lead and represent the function in recurring governance forums, including Program and Portfolio Steering Committees, Quarterly Prioritisation Reviews (QPRs), and Monthly Performance Reviews (MPRs), ensuring alignment with strategic objectives and delivery transparency.
  • Collaborate closely with second and third line governance and audit functions, providing proactive engagement and comprehensive support in response to internal and external regulatory Requests for Information (RFIs), ensuring compliance and audit readiness

  •  Education : Bachelors degree in a related field
  • 12+ years of experience in financial services space with transformational experience
