RESPONSIBILITIES

JOB SUMMARY
The Markets Governance team supports the governance of the Markets and Financing Securities Services (FSS) businesses with respect to non-financial risks ensuring alignment with Bank Policy and Enterprise Risk Management Framework.  This will include chairing and / or supporting and / or setting standards for meetings that support country and central governance.  The role will also be responsible for reviewing and leading pan Markets existing risk and control framework, remediation activities for alignment.

Roles & Responsibilities
As such this role will:
•    Support the holistic Markets/FSS governance framework, through understanding Market’s strategy, actions under the overall strategic plan, the flow of reporting information within Markets and understanding the delegations of authority / stakeholder landscape for the businesses.
•    Lead pan Markets deliverables and initiatives, to align with group and CIB strategy. This is performed through review of existing framework, leading multiple Markets-wide initiatives, and being the coordinator for the Global FSS Non-Financial Risk Committee.
•    Collaborate with stakeholders to drive the pan Markets agenda and its related Book of Work
•    As directed by business, drive the right risk culture within Markets and /or FSS and support implementation of various related Initiatives.
•    Manage communication of status updates to key stakeholders including Senior Management through presentations and reports.
•    Provide robust oversight to support adherence to relevant internal and external policies across Markets and / or CIB

Strategy
•    Provides input and maintains consistency with Bank / CIB Conduct standards and policy.

Business
•    Good understanding of the Markets and FSS business, how Markets operate within Group, how it aligns with CIB strategy and the external market environment in which we operate including Regulators. 
•    Good understanding of Risk standards and Policy relevant to the Markets/FSS business and scope of the role. 
•    Awareness and understanding of the wider Markets/FSS business, in which the Group Operates. This role leads a team that provides core support to the business by providing risk management support.

Processes
•    Responsible for implementing processes to ensure continued adherence to Policies and Standards relevant to the Markets business.
•    Responsible for improving efficiencies and timeliness of relevant processes.
•    Provide guidance and analysis for FSS related matters across the Markets Process Universe and process owner support as required.

People & Talent
•    Responsible for continuously developing a team of strong risk managers.
•    Responsible for leading through example and building the appropriate culture and values.
•    Sets appropriate tone and expectations for the team and work in collaboration with risk and control partners.
•    Responsible for driving training and communications to promote awareness and continuous learning for risk, control, and governance aspects.
•    Responsible for ensuring the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.

Risk Management
•    Oversee the non-financial risks which can impact the business. Ability to connect the themes and issues across products, functions and locations.
•    Monitor control performance, behaviour, trends and internal/external events to proactively identify non-financial risks. 
•    Perform reviews and assessments of risk metrics (losses, near miss incidents, control effectiveness) to identify top themes and trends.
•    Responsible for driving cross-business risk initiatives in support of Target Operating Model.
•    Contributes to defining annual priorities for periodic review process as a form of First Line Assurance (i.e. “peer or targeted reviews”).
•    Identify opportunities for rationalisation of controls and streamlining of risk administration processes, e.g. Risk Self Assessments (RCSA), (i.e. “control simplification”).
•    Responsible for risk tooling and associated processes working in partnership with Group OR and vendors (e.g. Incident Management, KRI Dashboards, etc.)
•    Oversee risk oversight documentation (top risk profiles, risk committee materials) and monitoring day-to-day risk treatment progress (residual risk assessments, risk treatment plans, management action plans).

Governance
•    Promote the development of risk-oriented culture within the organization.
•    Accountable for the effective running of all Markets governance committees including FSS Non-Financial Risk Committees
•    Drive standards and consistency in 1-down regional/country/function forums relevant to role and providing consistent escalations to 1-up forums/committees.
•    Representative at required other unspecified Markets Governance forums and Committees as required to provide input relevant to role.
•    Ensure Bank policies and standards are fit for purpose for FSS seeking changes and deviation where required.
•    Create, set and evaluate governance standards, frameworks and processes to ensure they are fit for purpose to effectively manage Markets business risk.

•    Responsible for maintaining effective communication with key stakeholders, and staff.

Our Ideal Candidate

  • 10+ years of experience in risk management and compliance. Degree education in related discipline is preferred. 
  • Significant experience in managing Operational, Compliance, or other relevant risk area in first or second line of defence.
  • Significant experience in presenting and writing papers to senior management, up to and include Board Level committees; ability to articulate complex issues concisely and communicate effectively. 
  • Working experience in supporting the Markets and/or Funds and Securities Services businesses
  • Ability to work independently in a fast-paced environment.
  • Collaborative and creative problem solver, while being outcome focused.
  • Strong interpersonal and stakeholder management skills 
  • Strong analytical skills with an ability to understand complex workflows and excellent attention to details.
  • Comfortable working in a relatively unstructured and multi-cultural environment
