Make an Impact by
- Lead regional cost planning and control strategies across multiple data centre developments.
- Require the role to support regional development build cost.
- Establish and maintain cost benchmarks and KPIs for regional projects, ensuring alignment with business goals.
- Collaborate with regional project directors to define procurement and contracting strategies tailored to local market conditions.
- Act as the primary cost management advisor to senior leadership, providing insights on budget risks, opportunities, and financial health across the portfolio.
- Lead commercial governance forums and ensure consistent cost reporting standards across all regional projects.
- Mentor and guide local cost managers and QS consultants, ensuring consistency in cost control practices.
- Oversee complex cost modelling and forecasting for modular and prefabricated systems used in data centre construction.
- Implement robust change management protocols to track and mitigate cost impacts from design evolution, scope changes, and market fluctuations.
- Lead forensic cost reviews and post-incident financial analysis when required.
- Ensure timely and accurate closure of final accounts across all regional projects.
- Work with Finance and PMO teams to consolidate regional cash flow reports, accruals, and budget reforecasts for executive reporting.
- Lead commercial negotiations and contract reviews for high-value packages including MEPF systems, modular infrastructure, and specialist trades.
- Provide strategic input on contract structures (e.g., EPC, D&B, CM) to optimize cost and risk allocation.
- Apply deep knowledge of civil, structural, architectural, M&E, and fit-out systems specific to data centre environments.
- Develop cost strategies for DFMA modules, liquid cooling systems, and high-density infrastructure.
- Regional Market Intelligence & Benchmarking
- Maintain up-to-date knowledge of regional construction cost trends, labour rates, and material pricing.
- Lead cost benchmarking studies across APAC data centre markets to inform future project planning.
- Problem Solving & Leadership
- Resolve complex cost and procurement challenges with agility and strategic foresight.
- Escalate critical issues to executive leadership with clear recommendations and impact assessments.
- Support business development and feasibility studies for new regional data centre opportunities.
- Ensure progress claim are submitted on time including payment to avoid any disruption to the construction progress.
- Perform other duties as assigned by the Head of Project & Construction Management.
- Willingness to travel occasionally (approximately 25% to 30%) to regional sites to perform duties.
Skills for Succes
- Degree in Quantity Surveying, Construction Economics, or related discipline.
- 15+ years of experience in cost management, with at least 5 years in regional data centre or mission-critical infrastructure projects.
- Proven leadership in managing cost teams and consultants.
- Strong understanding of construction for Structure, Civil, Architecture and MEP systems.
- Excellent stakeholder management and communication skills.
- Proficiency in cost management tools and Microsoft Excel; experience with cost databases and benchmarking.
