The ATC IVCS Project Technical Manager is responsible for the planning, execution, and technical oversight of Air Traffic Control (ATC) Integrated Voice Communication System (IVCS). This includes the deployment, upgrade, and integration of Communication, Navigation, Surveillance, and Air Traffic Management (CNS/ATM) systems. The role ensures that technical solutions meet operational requirements, safety standards, and project timelines while coordinating with internal teams, regulatory bodies, and external vendors.
Responsibilities
- Lead the technical planning and execution of ATC IVCS Project.
- Serve as the technical authority and single point of contact for project-related technical matters.
- Define technical requirements, specifications, and system architecture in collaboration with stakeholders and end users.
- Ensure compliance with ICAO SARPs, local aviation authority regulations, and applicable safety and security standards.
- Conduct technical assessments, risk analyses, and feasibility studies.
- Oversee site surveys, design reviews, factory and site acceptance tests (FAT/SAT), commissioning, and handover processes.
- Coordinate with vendors, contractors, engineering consultants, and other technical teams.
- Support procurement by developing technical specifications, evaluating tenders, and participating in technical evaluations.
- Manage change control, system documentation, and configuration management processes during the project lifecycle.
- Ensure integration and interoperability between IVCS and other external systems.
- Report on project progress, technical risks, and mitigation plans to project manager and management.
Essential Qualifications
- Degree in Electronics, Telecommunications, Systems Engineering, or related discipline.
- Minimum 7–10 years of experience in CNS/ATM systems or air traffic control infrastructure projects.
- Proven track record managing complex technical projects in regulated aviation environments.
- Familiarity with ICAO standards (Annexes 10 & 11), EUROCONTROL, and civil aviation authority requirements.
- Strong technical knowledge of CNS/ATM systems (e.g. VCS, VHF and ATC automation).
- Effective project management and stakeholder coordination skills.
- Skilled in using project management tools (e.g. MS Project).
- Excellent communication, negotiation, and documentation skills.
- Ability to work under pressure and handle multiple priorities
- Certifications: PMP/ ICAO ATSEP/ CNS/ATM (preferred)
